The Hong Kong Monetary Authority serves as the territory's central bank, overseeing monetary policy through the Linked Exchange Rate System, supervising banks, and administering the Exchange Fund. Following the enactment of the Stablecoins Ordinance in August 2025, the HKMA assumed the role of licensing body for entities that issue fiat-referenced stablecoins within Hong Kong or issue stablecoins pegged to the Hong Kong dollar from any jurisdiction. In April 2026, it awarded the first stablecoin issuer licences, with HSBC among the initial recipients. Additionally, the HKMA operates Project Ensemble, a wholesale initiative involving tokenized deposits and settlement.
